The Dominion Leadership Trust is a political action committee (PAC) formed by Bill Howell, Speaker of the Virginia House of Delegates, in 2003. The Trust has played a leadership role in supporting Republican candidates for the House of Delegates since its founding, including the six-seat increase in the Majority Caucus in the 2009 elections.
In 2010, the Trust registered as a Federal PAC in order to raise funds in support of Republican candidates for Federal office. As the Republicans in the House of Delegates led the way in promoting Federalism, Virginia's Congressional delegation—with 2 Democrats in the U.S. Senate and 6 Democrats in the U.S. House—failed to provide the support that past Republican-led Congressional delegations provided.
